kazara da olsa sorun çözüldü. özetle; tüm paketleri (338 adet kadar) sildim ve tekrar yükledim.
hikayenin tam hali şöyle;
hata verdikçe, bağımlı olunan paketleri tek tek elimle yüklemeyi denedim. fakat yüklemeye çalıştığım son paket, sistemdeki neredeyse tüm paketleri sildi. 338 tane paket silindi toplamda. uyarı mesajını dikkatli okumadığım için paketlerin silindiğini sonradan anladım ama iş işten geçmişti.
sisteme giriş yapmaya çalıştığımda karşımda sadece siyah ekran vardı. ben de recovery moddan giriş yaptım ve mint-core paketleri ile cinnamon u tekrar yükledim. gui'nin bir kısmı geri geldi.
var/log/apt/history.log dosyasından sildiğim 338 paketin listesini aldım ve hepsini tekrar yükledim.
daha sonra [Nasıl] Linux Mint 18 - Intel + Nvidia Hibrit GPU İçin Bumblebee Kurulumu konusundaki adımları takip ettim ve primus-libs-ia32 da sorunsuz kuruldu.
tüm paketleri sildiğim için, primus-libs-ia32'a sorun çıkaran pakette silinmiş oldu sanırım. :D

Böyle bir sorun bir daha yaşanırsa şu şekilde bir çözüm arayabilirsiniz.
Öncelikle resmi depolar haricindeki tüm depoları kaldırın, Yazılım Kaynakları uygulamasının PPA ve Ek depolar bölümünden yapabilirsiniz.
Ardından "Önbelleği güncelleyin" düğmesine tıklayarak paket bilgileri önbelleğini yeni duruma göre güncelleyin.
Sonra "Bakım" sekmesine gelip "Dış paketlerin sürümünü düşür" düğmesine tıklayın ve listelenen tüm paketleri seçip sürümünü düşürmeyi deneyin.
